2024 Ballot Questions — MCDP Position Process

The Montgomery County Democratic Party will take positions on questions that will be presented to voters on the 2024 General Election Ballot. This page describes the 2024 ballot questions and the process for determining the Party’s position.

2024 Maryland Ballot Question

A Maryland voter referendum question will appear on the 2024 General Election ballot in Montgomery County. If passed, it would establish in the Constitution of Maryland a right to reproductive care. The ballot measure reads as follows:

Question 1 – Constitutional Amendment
Declaration of Rights – Right to Reproductive Freedom

The proposed amendment confirms an individual’s fundamental right to reproductive freedom, including but not limited to the ability to make and effectuate decisions to prevent, continue, or end the individual’s pregnancy, and provides the State may not, directly or indirectly, deny, burden, or abridge the right unless justified by a compelling State interest achieved by the least restrictive means.

The choices are:

  • For the Constitutional Amendment
  • Against the Constitutional Amendment

2024 Montgomery County Ballot Question

A Montgomery County question will appear on the 2024 General Election ballot in Montgomery County. The ballot measure reads as follows:

Question A

Charter amendment by petition
County Executive – Term Limit – Reduction from Three to Two Consecutive Terms

Amend Section 202 of the County Charter to decrease the term limit that applies to the County Executive from the current three terms to two consecutive terms. The decreased limit would apply to anyone who already has served two consecutive terms as of December 2026.

MCDP Position Process

The Montgomery County Democratic Central Committee (MCDCC) is the Montgomery County Democratic Party’s governing body.  In accordance with the MCDCC’s policies and procedures for taking positions on ballot questions:

  • The MCDCC appointed a Ballot Questions Advisory Committee (BQAC), which is chaired by member Will Roberts.
  • To help inform the Montgomery County Democratic Party, the BQAC held a virtual public hearing by Zoom on the state and county ballot questions on the evening of Wednesday, August 28, 2024. The hearing was open to all registered Democrats in Montgomery County, and participants had the opportunity to provide up to 2 minutes of testimony on each ballot question.   • You may submit written ballot-question testimony to the MCDCC until September 10, 2024 at 5 pm, via the form at bit.ly/2024BQtestimony.
  • On September 12, 2024, the members of the Precinct Organization of the Montgomery County Democratic Party will meet in-person to consider the ballot questions and vote on a recommended position on each question. Members of the public may view the September 12 voting sessions online by Zoom webinar. Register at bit.ly/2024bq-09-12-24.
  • The MCDCC will meet immediately following the September 12 Precinct Organization meeting to consider the ballot questions and vote on whether to adopt the recommendations from the Precinct Organization.
  • In 2024, three Appellate Court judges will be voted on for retention by Montgomery County voters. Since 2001, it has been the policy of the Montgomery County Democratic Central Committee that judges should be retained in office unless they have “demonstrated through the performance of his or her duties that such sitting Judge is not qualified to continue in office.” Accordingly, at the September 12 meeting, members of the Precinct Organization and the MCDCC will also consider the retention of Appellate Court Judges Anne K. Albright, Kevin F. Arthur and Andrea M. Leahy.
