Question 1 Arbitration Reform for State Employees Act of 2026
Will give most state employees the right to request binding arbitration with a neutral decider when there is an impasse in collective bargaining negotiations. Requires the Governor to include funding in the annual budget bill to cover the pay and benefits established in the collective bargaining process.

Question 2 Temporary Appointments on the Commission on Judicial Disabilities
Provides for appointment of temporary substitute members of the Commission on Judicial Disabilities. Allows vacancies to be filled to ensure the Commission has the quorum of members needed to handle its caseload pending the appointment and confirmation of permanent members.

Question 3 Electoral Districts – General Assembly and Representatives in Congress
Would clarify the legal standard for any future Congressional redistricting so that Maryland will be on equal footing with other states and subject to the same federal law standards. The proposed amendment does not create a new district map and does not direct that any redistricting occur.
